Use this for a winter outing, not a summer breeze. The index is 13.12 + 0.6215 T − 11.37 V^0.16 + 0.3965 T V^0.16, with T in °C and V in km/h. −5 °C and 30 km/h is about −13. It is an index of heat loss, not a measured thermometer. The published range is cold air and a bit of wind (often T ≤ 10 °C and V ≥ 5 km/h). Temperature can be °C or °F; wind can be km/h or mph; the result follows.
